On my CJP 2.121, this does not work. First it asks me to log in and then it says:
HTTP ERROR 404

This article is relevant to CloudBees Jenkins Enterprise only.
For any other installation and in general for Jenkins, the login page -i.e. $URL/login - can be used as a health check URL. It is available to both authenticated and unauthenticated users, and Jenkins is considered Ready once it is up.
