Pulling Jenkins plugin thru Local Artifactory like Maven

Is there a way to configure Jenkins to tell it to grab plug-in from a a local Artifactory Server and then Artifactory will grab it from the std cloudbees site.

One of the main reason, we want to do that is we want all the plug-in to be scanned by x-ray for vulnerabilities. 

That will help us to determine if we should use the plug-in in production.
